The Florida bat dates
Florida handles bats under rule 68A-9.010, the state wildlife commission's rule on nuisance animals. It prohibits exclusion devices, and anything else placed at a roost that could stop bats getting in or out, from April 16 through August 14. Those months cover the maternity season, when young bats cannot yet fly and would be sealed in.
Exclusion becomes legal again on August 15 and stays legal through April 15. Apart from exclusion, a registered repellent, or repairs that follow a completed exclusion, the rule gives no way to take bats as nuisance animals, so trapping and killing are off the table. A chimney where bats are found in June is a chimney with a plan dated for mid-August.
How a one-way device works on a flue
An exclusion device is a one-way door. On a chimney it is fitted over the flue opening with a tube, cone or flap that lets an animal climb out and drop away but gives it nothing to grip on the way back in. Everything else at the top is closed, so the device is the one way out.
It stays on until the flue is confirmed empty, by several quiet days and a look from the top. Only then is it swapped for a permanent screened cap. For bats, the timing of that swap is set by the state rule, and the dates are set out in advance.
The screen size that keeps animals out
Section R1003.9.2 of Florida's residential code is where the screen size comes from. The openings must not let a sphere half an inch across pass through, and must not block one of three-eighths of an inch. Its heat and corrosion resistance has to match 19-gauge galvanized steel or 24-gauge stainless steel, or better, and the open area of the arrestor must add up to four times the flue outlet's area or more.
A cap built to those numbers closes the flue to birds and larger animals while leaving it enough open area to draw. A screen with larger holes, or one torn open, does not.
