BIA's view is that brickwork that was well built and is well kept does not need one under normal exposure, and that repairs on their own often solve a water problem. How a film sealer holds water in brick
Clear products that sit on top of the brick, such as acrylics, stearates, waxes and urethanes, dry into a continuous skin. The skin can span a hairline crack, which sounds like an advantage, but it also chokes the vapor that has to leave the wall when it dries. On a chimney, water arrives from above, from the flue side and through joints as well as through the faces.
If that water cannot escape outward at its normal pace, it stays in the brick longer, and BIA warns that salts can collect under such a skin and harm the face. For that reason we do not use film sealers on chimney masonry.
The crown takes a different product
The crown is the concrete or mortar slab across the top of the stack, and its job is harder than the brick's. Even a correctly sloped crown is close to level, so rain lingers on it and ponds wherever it has settled or cracked.
A penetrating repellent made for walls is not designed for that exposure. A sound crown with fine cracks is sealed instead with an elastomeric crown coating, which cures into a flexible membrane and comes with its own application limits. A crown with wide cracks or loose pieces needs repair or recasting. Either way it is priced apart from the brick treatment.
Water-based or solvent-based repellent
The active ingredient in a clear repellent is delivered in a carrier, either water or a solvent, that evaporates after the product has soaked in. BIA's note says the choice of carrier changes the conditions a product can go on in, and points out that green building programs set limits on solvent content. The two kinds also differ in odor, in clean-up and in how they behave on dense or damp surfaces. The product we name states its carrier, and we follow its limits on surface moisture, temperature and ventilation. The choice is explained if a solvent-based product is proposed.

People use both words for the same job. What matters is the product: we use penetrating repellents that let the brick breathe. Film sealers and paint stay off.
Can the treatment be done the same day as repointing?
No. Fresh joints need at least 72 hours to cure first, according to BIA and the product's data sheet, so treatment is a second visit.
