What the top plate does

The top plate is the part that holds the liner up. It sits on the crown around the flue opening, clamps the liner, and carries the whole weight of the liner below it, anchored to the masonry by sealant rated for heat or by masonry screws, per the kit.

Once the plate is fastened, the liner is cut flush with its collar and the cap goes on. A plate set on an uneven or cracked crown will not seal or sit square, which is why a broken top tile gets trimmed and the crown surface made good before it goes on.

Breaking out tile that is in the way

When the old tile leaves too little room for the liner and its insulation, or pieces have shifted into the passage, the tile has to come out. It is broken from the top down with tools lowered on a rope or rods, and the pieces drop to the smoke chamber, where they are removed by hand.

The work is slow and noisy, and the room below is sealed off while it happens. Breaking out tile opens the flue to its full masonry size, which then becomes the space the liner and insulation have to fill. Tile removal is priced as its own line.

Letting the liner grow with heat

Stainless steel expands as it heats. A liner many feet long grows measurably during a hot fire and shrinks as it cools, and the installation has to allow for that movement. Flexible liner's corrugations take up much of it along the length.

At the top, the insulation wrap ends a short way under the crown, leaving the liner free to move within the top plate's clamp without tearing the wrap. At the bottom, the connection is supported but not locked so rigidly that expansion has nowhere to go. Those details come from the maker's instructions and are followed as written.
